POSITION SUMMARY:

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information, and the involvement of the community in collaborative partnerships.

The Financial Services Analyst as a member of the Finance Team will provide support to the Aging & Independence Services Group. This position will be heavily focused on procurement and ensuring policies are followed. This individual will have good customer service skills working together with managers and others within and outside the organization. In addition to assisting the Finance team with various projects and duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Reviews and monitors financial accounting, budgets, payables/receivables, payroll expenditures, grant funding and/or reporting; serves as an initial approval level for purchases and expenditures, monitors and administers finance program processes and procedures;
• Prepares and monitors budgets; performs analyses of financial performance against budget; prepares financial forecasts; reviews ad verifies general ledger accounts and transactions; and performs ad hoc analysis used in decision-making;
• Prepares financial statements and reports; performs account and data reconciliations; identifies issues and advises management; provides recommendations related to process, procedures and budget adjustments;
• Provides professional advice, customer support and consultation in assigned area of expertise and provides staff training, as needed;
• Administers financial aspects of contracts, tracks payments to budget and contract amounts and administers grants, including expenditures, applications and/or reporting;
• Perform other duties as assigned to support agency goals and objectives.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:

• Knowledge of federal and state procurement regulations.
• Knowledge of databases and understanding of fundamental budget and finance principles;
• Knowledge of working with grant awards and sub-grantee relationships;
• Ability to work with subgrantees, internal management and staff;
• Ability to be self-motivated, deadline driven, detail oriented, and organized to handle multiple projects;
• Ability to oversee and organize and maintaining records and files;
• Skill in performing basic original research, compiling and assembling data;
• Skill in organizing tasks, meeting deadlines and prioritizing competing demands;
• Skill in defining problems, collecting data, establishing facts and drawing valid conclusions;
• Self-starter with excellent interpersonal communication and problem-solving
• Possess exceptional time management, interpersonal and communication skills;

• Proficient in using database technology and Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).

MINIMUM QUALIFICATIONS: 

• Bachelor’s degree in business, public administration, accounting, finance or related field
• One (1) year experience of professional accounting, financial management, or grants management

 An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

PREFERRED QUALIFICATIONS:

• Previous experience working in a public sector
• Data mining experience

SPECIAL REQUIREMENTS:

• Selected candidate will be subject to a criminal background check
