The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information, and the involvement of the community in collaborative partnerships.

Recognizing that technology has far-reaching impacts on the way we implement today and plan for tomorrow, the ARC has begun developing a technology program to help the region adapt to this quickly changing world.  Since the development of the Regional Transit Data Warehouse to aid regional transit providers in developing open, standardized schedule data, the program has rapidly grown to house trip planning, real-time transit arrivals, and other passenger information applications.  ARC anticipates that this program will continue to grow and become more central to the agency’s programs and the Atlanta region’s needs. The program will expand to encompass traditional Intelligent Transportations Systems (ITS), intelligent/automated vehicles, traveler information systems, internal and external transportation technology consulting, open transportation data, relationship management with regional technology stakeholders including the private sector.

ARC is seeking to hire a Transportation Technology Administrator to further this vision.  This individual will be charged with picking up the various aspects of ARC’s transportation technology work and shaping them into a cohesive whole and a programmatic approach.  It is essential that this individual understand urban/suburban issues and the future of the transportation landscape.  It is highly desirable that the successful candidate have some basic knowledge of information technology, software application development and management, familiarity working in data management and visualization software, and project management and a willingness to learn more.  The combination of these skill sets, and knowledge bases will be critical to the success of the transportation technology program. 


  • Maintain, upgrade, and enhance traveler information applications, including but not limited to; OpenTripPlanner and other similar sites at ARC;
  • Devise and implement a strategic plan for the coordination, update of, and or integration of the various software packages ARC’s Mobility Services Group runs or is developing;
  • Attend internal and external meetings regarding transportation system technologies to represent the interests of ARC and the region;
  • Engage civic and private sector technology community and represent ARC open data interests and technology policies and plans to these groups as well as seek their feedback and include their input into ARC products;
  • Lead special transportation technology related studies;
  • Develop and maintain relationships with the technology staff of ARC’s peer, constituent and stakeholder organizations;
  • Make presentations to regional policy officials to inform them on the importance of technology to the evolution of the region’s transportation system;
  • Assist with the coordination of multiple technology platforms across multiple agencies;
  • Develop technology-focused RFPs and effectively manage technical consultants;
  • Provide support to ARC teams working to manage and collect data from various stakeholders;
  • Produce web-based visualizations to effectively communicate data to inform decision makers and the public at large;
  • Assist with developing transportation technology related aspects of the Transportation Improvement Program and Regional Transportation Plan;
  • Perform policy analysis and report preparation for technology-related issues and topics;
  • Act as internal expert on the full breadth of transportation technology issues – from open data to autonomous vehicles to traveler information systems and beyond;
  • Chair and coordinate the work of technical committees and provide support to policy and technical committees as needed;
  • Train Regional TDM staff on the use of data analysis and reporting tools;
  • Supervise internal staff, consultant staff and interns;
  • Measure project performance using appropriate systems, tools, and techniques; resolve issues arising from operations and require coordination with other groups/centers and escalate issues to management as needed;
  • Perform other duties as assigned to support agency goals and objectives.


  • Knowledge of ARC’s Mobility Services Group’s software relevant to supporting the region’s transportation program, focusing on the transportation demand management aspect of the program;
  • Knowledge of basic project management – marketing, record-keeping, contract and budget administration and emerging trends in technology and open source communities;
  • Knowledge of regional transportation planning processes and Intelligent Transportation Systems (ITS);
  • Possess excellent written/verbal communications and time management skills;
  • Skill in desktop geographic information systems (GIS) and web mapping libraries and concepts (Leaflet, Mapbox, OpenStreetMap, Google Maps);
  • Ability to deploy and maintain software in cloud environments such as Firebase/Google Cloud Platform (GCP), AWS, Azure;
  • Proficiency in database management and creating complex SQL queries;
  • Proficiency with Java, Javascript, and/or Ruby, Python, D3, Tableau, and/or R for data manipulation, analysis, and presentation;
  • Proficiency in standard office equipment, MS Office, Visio, Project and related software applications.


  • Master’s degree in business, economics, statistics, urban planning, computer science, information technology or related field
  • Three (3) years of experience in data collection/analysis and associated technical support
  • Two (2) years of supervisory experience.


An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.



  • Selected candidate will be required to present documentation of COVID-19 vaccination certification or be required to present a weekly negative COVID test.
