POSITION SUMMARY:

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.

The Planner will be responsible for supporting the Transportation Access and Mobility Group (TAMG) Performance Analysis and Monitoring section.  This individual will perform a variety of assignments related to transportation system performance analysis including, data management, Scenario modeling, Transportation demand modeling, design Dashboard, computer program coding, and processing; conducting specific performance analyses and filling data requests for internal and external planning clients; and other activities necessary to support the TAMG function and ARC’s mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Evaluate regional transportation planning trends and existing conditions using technical tools, including travel demand models and other analytical tool sets;
  • Review FAST Act planning requirements for performance measures and targets;
  • Support internal procedures to address these needs through technical evaluations for topics such as air quality, congestion, safety, health, etc.;
  • Communicate technical research and findings through user-friendly reports;
  • Coordinate with internal staff and regional technical and policy stakeholders on performance measures;
  • Monitor Federal regulations and rulemaking and provide input in crafting technical evaluation and support activities to meet Federal requirements;
  • Build and maintain relationships with partners, stakeholders, and the community;
  • Perform other duties assigned to support agency goals and objectives.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:

  • Knowledge of ArcGIS, along with understanding the underlying theory;
  • Knowledge of big data analysis, visualization, graphic design and coding skills;
  • Skill in computer programming/scripting languages such as SQL, R, Python, Java, VBA, JavaScript;
  • Skill in developing new and innovative analytical tools;
  • Skill in data management, analytics and problem-solving;
  • Strong organizational skills and attention to detail; excellent written and verbal communication skills; excellent management skills and the ability to juggle competing priorities;
  • Excellent analytical and organizational skills;
  • Ability to independently think through work assignments comprehensively and creatively;
  • Proficient in standard office equipment, Microsoft Office (Word, Excel, Access and Project), and related software applications.


MINIMUM QUALIFICATION:

  • Bachelor’s degree in urban or regional planning, economics, architecture, landscape architecture or related field

    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

    PREFERRED QUALIFICATION:

  • Master’s degree in urban or regional planning, economics, architecture, landscape architecture or related field
  • At least two years’ experience in transportation planning

SPECIAL REQUIREMENTS:

  • Selected candidate will be required to present documentation of COVID-19 vaccination certification or be required to present a weekly negative COVID test.
